William ‘Smiley’ Johnstone is a respected Paakantji and Ngiyampaa leader with over three decades of experience driving strategic, social, cultural, and economic advancement for Aboriginal and Torres Strait Islander communities.

From humble beginnings as a railway fettler in remote NSW, Smiley rose to become one of the most influential voices in Indigenous affairs, holding senior leadership roles at community, regional, state, and national levels. He has served as CEO of the NSW Aboriginal Land Council, senior executive with the Indigenous Land Corporation and ATSIC, and strategic advisor to the Murdi Paaki Regional Assembly and Murdi Paaki Services. His leadership has shaped landmark initiatives in housing, health, governance, and economic development—many now regarded as best practice across Australia.

Smiley was instrumental in establishing the Community Working Party model in the Murdi Paaki region, which became the foundation for a $200M NSW Government capital works program and the first regional service delivery agreement between government and Indigenous communities. He also founded Maari Ma Health Aboriginal Corporation, delivering life-changing health services to remote communities in Far Western NSW.

In the sporting arena, Smiley was inaugural Chair of the Australian Rugby League Indigenous Council, leading projects such as the Rugby League All Stars match, the Reconciliation Cup, and the Learn. Earn. Legend! initiative. He currently serves as Managing Director of Kimaka Holdings Australia Pty Ltd, Independent Director of NSW Rugby League, and Director of NSW Leagues Club.
